The vehicle quenches/fails to keep the engine running because of the EMF
The problems with where the engine fails to keep running/quenches are situations where the fuel pumps generates air in the fuel system in the engine. The flowmeter has nothing to do with those kind of problems. Yet it does require a vacuum in order to work properly and not stop the fuel from running through it and the fuel system alone can tolerate bigger percentage of air in it before it stops the engine.
